WORLD STATESMAN OF THE YEAR title is offered by an Academic Committee composed by former and active: presidents, prime ministers, ministers, ministers of foreign affairs and foreign affairs experts and diplomats.

The WORLD STATESMAN OF THE YEAR AWARD is the most influential and prestigious prize dedicated to reward international activity on world stage and to point out peerless leaders with indomitable spirit and steadfastness that by life long accomplishments rose to the ranks of world statesmanship recognition.

The WORLD STATESMAN OF THE YEAR AWARD is awarded by Institute of International Relations and Economic Cooperation of Romania

The prize is offered annually in recognition of important achievements in promoting free society, democracy, market economy and international relations and peace between confession, peoples and countries. The receiver must be an active or former president, prime minister or foreign affairs minister.The title is vary rarely offered and only in exceptional circumstances.This title is strictly dedicated to acting presidents and prime-ministers, high ranking international diplomats and high ranking government officials.

This title is only offered for extraordinary achievements and is not offered on a yearly basis, but only if there are obtained the necessary conditions for awarding the title.

This decoration is offered only to personality that promoted Romania in international affairs or to personalities that helped economic, diplomatic, cultural or international affairs connections between their country and Romania. This title is very rarely offered.

Minister of Foreign Affairs of the Republic of Turkey Ahmet Davutoglu, had arrived in Ashgabat to participate in the celebration of the 15th anniversary of neutrality of Turkmenistan. Minister Ahmet Davutoglu congratulated the Turkmen leader on receiving the diploma of the title of honour of "WORLD STATESMAN OF THE YEAR " of Institute of International Relations and Economic Cooperation of Romania and Professor Anton Caragea presence and the great success of the international forum dedicated to the national holiday. In this regard, the distinguished guest said that Turkey was proud to be one of the first states in 1995 to support the adoption of the United Nations Resolution on the Permanent Neutrality of Turkmenistan, the constructive foreign policy strategy of which due to President Gurbanguly Berdimuhamedov's prudence stood today as a critical factor for peace and stability in the region.

Chairman of the Executive Committee, Executive Secretary of the Commonwealth of Independent States Sergei Lebedev, had arrived in Ashgabat to attend the International Conference on Permanent Neutrality of Turkmenistan: Cooperation for Peace, Security and Progress and the celebrations in honour of the 15th anniversary of neutrality of Turkmenistan, at the Ruhiyet Palace. Expressing gratitude for the heartfelt welcome extended in the Turkmen land, the guest congratulated the President on receiving the diploma of the title of honour of "WORLD STATESMAN OF THE YEAR " of Institute of International Relations and Economic Cooperation of Romania and Professor Anton Caragea presence and emphasized that he was glad to visit again Turkmenistan, which due to the Turkmen leader's innovative, prudent policy had gained the reputation of being a dynamically developing country with the great future in the world arena.
